I took a class on Braking a year or two ago, here's a SIMPLE breakdown from what i remember: #1 - Piston force. pretty obvious - If your pistons on your brakes exert a higher force on your rotor, it should tend to stop them quicker - #2 - Area that the force is applied over - again, pretty obvious. If you have bigger piston i.e. with bigger pads, the force will be exerted over a larger area. #3 - Materials. say you have a pad made out of teflon - not gonna stop as well as one made out of, say, sandpaper (but don't use sandpaper!) #4 - Tires - it's all about where the rubber meets the road. Who cares if your brakes work awesome but you hard compound 195 tire don't grip. The end result is, you have to transfer the braking power to the ground. SO, to answer the initial question, if you have good tires, A brake upgrade such as the brembos or AP's should easily take care of 1,2, and 3 - and you will stop better.
